The Opportunity
The Selwyn District Council has recently initiated the establishment of a Council Controlled Organisation (CCO) to focus solely on planning for, managing and delivering high quality water services. The Selwyn District is the fastest growing in New Zealand and the new organisation is designed to be responsive to the needs of a high growth district. A significant future capital and infrastructure programme to support a growing community will unlock and enable future economic growth. This aligns with Central Government’s “Local Water Done Well” legislation, offering a smarter, more efficient and dedicated way to manage water assets.
  
You will be working to establish a high functioning organisation that aligns with upcoming legislative change and new regulatory, economic, environmental and water standards. At the same time, championing innovation and transparency in a rapidly moving start-up environment is expected. The protection and enhancement of the public health outcomes of high quality drinking and waste water services will be a hallmark of the CCO’s focus. Providing assurance regarding good governance practice, financial stewardship and sustainability, while maintaining a professional arms-length relationship with the shareholder is critical.
  
As a director, you will work with your colleagues and the executive to give effect to the Selwyn District Council’s Statement/Letter of Expectation. Furthermore, this is an opportunity for experienced candidates to lead the establishment and development of the organisation’s long term strategic direction and support the new executive team to deliver the Water Services Delivery Plan.
  
Expressions of interest from potential establishment non-executive directors are being sought. Proven governance experience, evidence of strategic independent thinking and a track record of governance best practice are required attributes. As this is an establishment Board, experience in shaping new entities, particularly within Central or Local Government will be highly valued. We are interested in a broad range of skills and experience, which may include expertise in areas such as water infrastructure, asset management, financial, legal, environmental, regulation and compliance, public health outcomes and stakeholder engagement. A commitment to community focused service delivery and the ability to contribute constructively to a collaborative board environment are key.
